Microsoft to Develop Hungarian-Language AI Dataset in Landmark Deal with Hungarian Competition Authority

Budapest, 30 May 2025 – Microsoft will train its artificial intelligence systems in Hungarian using a massive 10-billion-word dataset, following a landmark agreement with the Hungarian Competition Authority (GVH). The dataset will also be made freely available to other developers, marking a major step toward improving AI services for Hungarian users and enhancing national data sovereignty.

The agreement concludes GVH’s year-long investigation into Microsoft’s “new Bing” AI search service, launched in February 2023, over concerns that the company failed to adequately inform Hungarian users. While the GVH did not determine a legal infringement, it found Microsoft’s user communications fragmented, sometimes only available in English, and not sufficiently clear for consumers unfamiliar with AI technologies.

In response, Microsoft has committed to significant transparency and education measures in Hungary. The company will not only expand Hungarian-language support across its AI platforms but also make the cleaned and structured dataset available for public use—potentially boosting the performance of Hungarian-language AI across sectors.

The commitment includes educational outreach, with Microsoft pledging to deliver AI training sessions for civil servants, SMEs, and the general public. These sessions aim to improve understanding of the benefits and risks of AI-based applications.

GVH Chair Csaba Balázs Rigó described the agreement as “historic,” emphasizing the importance of AI systems tailored to Hungary’s language and market. “This is a major step toward ensuring global tech giants serve Hungarian consumers with transparency, fairness, and respect for our national identity,” he said.

The GVH will closely monitor Microsoft’s compliance and warned that any failure to implement the commitments could result in substantial fines.

This case is part of the GVH’s broader strategy to regulate global technology firms. Recent enforcement actions have targeted companies including Google, Apple, PayPal, Booking.com, and TikTok, often leading to binding commitments in place of or alongside financial penalties.
