Saudi Authority Launches Awareness Drive to Curb Bid-Rigging

Riyadh, December 7, 2025 — The Saudi General Authority for Competition has launched a nationwide awareness campaign targeting collusion in public tenders, aimed at reinforcing fair practices and protecting public funds.

The initiative explains the concept of bid-rigging, its risks for government entities and consumers, and the importance of submitting independent, non-coordinated bids. The campaign also highlights common collusive patterns — including price coordination, project allocation, and other conduct that weakens competition, inflates cost, and undermines efficient spending.

GAC Chief Executive Dr. Fahd bin Ibrahim Al-Shathri said combating collusion remains a top priority because of its direct impact on fairness and public fund integrity. “We are working to reinforce the need for independent bids free from prior understandings or coordination,” he said, adding that the campaign encourages all stakeholders to identify and report warning signs of collusion through official channels.

The authority urged procurement bodies and suppliers to make use of the campaign materials and comply with fair competition requirements to help safeguard competitive markets and ensure optimal value for public money.
