Kyiv, December 4, 2025 — Ukrainian AMCU has sanctioned two companies for coordinating their conduct in a state tender run by the National Military Memorial Cemetery. The authority imposed fines totaling UAH 546,000 (approximately $12,920) on the two participants for the coordinated behavior.
The authority determined that Kardan Motorz Plus and Karshe acted jointly when taking part in a 2025 procurement for the production of temporary wooden grave structures made from hardwood. The tender, conducted by the state institution, carried an expected value of UAH 50,100,000 including VAT.
AMCU found that the companies aligned their participation terms, eliminating any competition between them. Their conduct, the authority ruled, distorted the tender’s outcome.
Under Ukrainian public-procurement rules, bidders may be excluded for three years if they have previously been held liable for coordinated actions that distort tender results.
