Kyiv, December 4, 2025 — Ukrainian AMCU has fined two companies for coordinating their behavior during a wire-products tender financed by the International Committee of the Red Cross. AMCU issued fines totaling UAH 4,110,000 (approximately $97,261) for the conduct.
The agency found that Continent-Stal and Bud Standart 2016 acted jointly rather than independently when preparing and submitting bids in a 2024 procurement run by Chernihivoblenergo. AMCU concluded that the firms aligned their conduct to remove rivalry between them, distorting the outcome of the procedure.
Under Ukrainian public-procurement law, bidders can be excluded for three years if they have previously been held liable for coordinated actions that distort tender outcomes.
