Madrid, October 21, 2025 — Spain’s National Markets and Competition Commission (CNMC) has opened a public consultation on the urban transformation of land for housing, as part of efforts to identify barriers that unnecessarily restrict market competition and affect housing affordability.
The CNMC noted that land can account for up to 45% of the total price of housing in Spain. Accelerating urban land transformation processes is therefore considered essential to improve both availability and affordability in the housing market.
The consultation, which remains open until November 21, forms part of a wider study on land-use and urban development regulations launched by the CNMC. The study aims to identify inefficiencies and propose reforms to make land-use planning more agile while maintaining necessary safeguards.
