28 August 2025, Sofia — The Public Council of Bulgaria’s Commission for Protection of Competition (CPC) has voiced its support for upcoming legislative changes designed to align national competition rules with recommendations from the Organization for Economic Cooperation and Development (OECD). The reforms are seen as a key step toward completing Bulgaria’s accession process to the OECD.
The proposals were discussed during the second meeting of the CPC’s Advisory Unit, created earlier this year at the initiative of CPC Chair Assoc. Prof. Rosen Karadimov. The body brings together employer organizations, trade unions, consumer groups, and independent experts to provide guidance on competition policy.
According to the CPC, the draft amendments to the Competition Protection Act are intended to enhance clarity and efficiency in enforcement, strengthen the Commission’s powers, and streamline procedures to ease the administrative burden on businesses. They also aim to improve transparency in CPC activities and provide greater legal certainty for market participants.
“These changes are based on international practices and their implementation will guarantee higher efficiency of the Commission, more legal certainty for business and better protection of competition in the country,” Karadimov said.
Members of the Advisory Council also stressed the need to boost the CPC’s administrative and financial capacity, citing its growing responsibilities and the importance of ensuring effective enforcement of competition law.
The meeting further reviewed ongoing sectoral analyses in critical markets, including food, pharmaceuticals, and waste management of electrical and electronic equipment.
The Public Council includes representatives of nationally recognized employer organizations — such as the Association of Industrial Capital in Bulgaria, the Bulgarian Industrial Chamber, and the Confederation of Employers and Industrialists — alongside trade unions, consumer associations, and independent experts.
