Brussels, October 15, 2025 – The Belgian Competition Authority (BCA) has launched a public consultation on commitments proposed by Proximus/Fiberklaar and Telenet/Wyre to address competition concerns linked to their planned cooperation for rolling out fibre networks across medium-density areas of Flanders.
The BCA opened its investigation in July 2024 to assess whether the agreement—covering the shared deployment of fibre and the migration of some Proximus customers to Wyre’s cable network in rural areas—could reduce infrastructure competition and restrict rivalry among telecom service providers. To alleviate these concerns, the parties submitted commitments developed in coordination with the Belgian Institute for Postal Services and Telecommunications (BIPT).
Under the proposals, the companies would provide long-term access to their networks on fair, reasonable, and non-discriminatory (FRAND) terms, while cutting fibre access tariffs by around 30% in the cooperation area. The commitments also include a plan to deploy two million new fibre connections, 85% of which are expected to be completed by 2028, generating estimated direct benefits of more than €2.5 billion (approximately $2.91 billion).
BCA Prosecutor General Damien Gérard said the cooperation, with proper oversight by the BIPT, “has the potential to accelerate fibre deployment and bring significant benefits to consumers and the economy.” The BCA is now seeking feedback from market participants until November 21, 2025, via its website, where details of the commitments and an explanatory note are available.
The consultation is a mandatory step before finalising the case and deciding whether to make the commitments legally binding. The BCA noted that municipalities should continue processing fibre deployment permits as planned.
A separate investigation into a similar cooperation between Proximus and Orange Belgium for Wallonia remains ongoing.
