CCI, MeitY Step Up Collaboration to Balance Data Protection and Competition

New Delhi, August 28, 2025 — The Competition Commission of India (CCI) and the Ministry of Electronics and Information Technology (MeitY) held high-level discussions on Thursday to align the implementation of the Digital Personal Data Protection Act, 2023 (DPDP Act) with competition law, signaling growing regulatory coordination in India’s fast-evolving digital economy.

The meeting, chaired by CCI’s leadership alongside MeitY Secretary, highlighted how data — now the central driver of innovation and efficiency across sectors — is also emerging as a flashpoint for both competition and privacy concerns.

Officials acknowledged that while the DPDP Act strengthens consumer rights and privacy, its enforcement could have significant implications for digital markets where control over data often translates into competitive advantage. Presentations on the DPDP Act, the Competition Act, 2002, and CCI’s recent interventions in digital markets set the backdrop for discussions.

The deliberations emphasized the need for regulatory harmony to prevent conflicting mandates: ensuring that companies comply with data protection norms while also avoiding anti-competitive practices such as data hoarding, preferential access, or exclusionary conduct.

“The centrality of data in digital markets means competition and privacy cannot be treated in isolation,” a senior official familiar with the discussions noted. “The CCI is signaling that it will be proactive in ensuring that the DPDP Act does not inadvertently entrench dominant players at the expense of smaller rivals.”

Both institutions reaffirmed their commitment to a consultative, innovation-friendly regulatory approach. The CCI Chairperson stressed the importance of coordination in fostering “trust, innovation, and resilience” while safeguarding consumer and business interests.

The meeting concluded with an agreement to maintain regular consultation as India pursues its vision of a secure, competitive, and digitally empowered economy.
