Timothy Baugher, former president of Michigan-based Asphalt Specialists LLC, has been sentenced (18 April) to six months in prison and fined $20,000 for his role in a bid-rigging conspiracy. Between 2017 and 2021, Baugher and co-conspirators at Allied Construction Company coordinated non-competitive bids to predetermine contract winners. The scheme gave a false appearance of competition for asphalt paving services. The case is part of a wider federal investigation that has led to over $8.1 million in criminal fines and charges against seven individuals and three companies.
