EU Commission Seeks Public Feedback on Apple’s Interoperability Measures Under DMA

The European Commission has issued (19 December) preliminary findings outlining measures Apple must implement to ensure interoperability with its iOS and iPadOS operating systems, as mandated by the Digital Markets Act (DMA). Public consultations have been launched to gather feedback on these proposed measures, which aim to increase transparency and innovation while fostering competition in the connected devices market.

Interoperability for Connected Devices

The first set of findings focuses on measures to open iOS connectivity features such as notifications, automatic Wi-Fi connection, AirPlay, AirDrop, and Bluetooth audio switching to third-party developers and devices. By allowing greater interoperability, the Commission aims to enhance consumer choice and spur innovation in smartwatches, headphones, and other connected devices.

Streamlining the Interoperability Request Process

The second set of findings addresses the process developers must follow to gain interoperability with specific iOS and iPadOS features. Proposed measures include:

  • Greater upfront transparency about Apple’s internal features.
  • Improved communication and timely updates.
  • Clearer handling of rejections.
  • A more predictable timeline for requests.

Public Consultation

The Commission is inviting developers, businesses, and other stakeholders to submit feedback on the proposed measures by January 9, 2025. Non-confidential summaries of the findings and the proposed measures are available online as part of the consultation process.

Next Steps

The Commission will evaluate the feedback, which could lead to adjustments in the proposed measures. Final binding decisions are expected within six months of the proceedings’ launch on September 19, 2024.

The Digital Markets Act aims to curb anti-competitive practices by “gatekeepers” like Apple, which hold significant control over core platform services. Specification proceedings, such as this one, clarify how gatekeepers must comply with DMA obligations but do not assess whether they are currently in compliance.
