The Antimonopoly Office of the Slovak Republic (PMÚ) has successfully addressed (18 November) competition concerns in the parcel delivery market following an investigation into the practices of Packeta Slovakia s.r.o., the country’s largest courier service for parcel deliveries to collection points.
The PMÚ launched its investigation based on publicly available information on Packeta’s website, which suggested that the company’s business conditions might restrict delivery points (dispensing points) from cooperating with other parcel delivery providers. Specifically, delivery points under contract with Packeta were required to refrain from competitive actions during and after their agreements, facing penalties if they provided similar services for other providers.
This practice mirrored an issue previously investigated by the Czech Competition Authority (ÚOHS) in a case involving Zásilkovna s.r.o., a similar service in the Czech Republic.
Swift Market Correction
Following the PMÚ’s investigation, Packeta took proactive measures to address the competition concerns. The company announced changes to its business terms, explicitly removing restrictions that prevented delivery points from partnering with other providers. These changes were quickly implemented, and delivery points were notified that they could now freely cooperate with multiple parcel delivery services.
Recognizing the company’s prompt response and alignment with competition rules, the PMÚ concluded its investigation, noting that the concerns were effectively resolved. Given Packeta’s cooperation and the absence of ongoing competitive harm, the case was deprioritized.
