Bulgarian Competition Authority Reopens Vivacom Abuse of Dominance Probe

SOFIA, May 4, 2026 — Commission for Protection of Competition has reopened proceedings against Vivacom Bulgaria EAD over allegations the telecom operator abused a dominant position by charging excessive prices for access to its underground cable duct infrastructure.

The case was initiated following a complaint by rival operator A1 Bulgaria EAD, which alleged Vivacom imposed unjustifiably high prices for other telecom providers seeking access to and use of its underground network infrastructure.

The competition authority said the investigation will examine whether Vivacom’s pricing practices for leasing infrastructure to providers of public electronic communications services harmed, or had the potential to harm, competition and consumers.

The Bulgarian regulator described telecommunications as a priority sector because of its high concentration levels and significant barriers to entry. The authority said it continues to monitor competition in voice, internet and television markets to support investment and innovation.

The proceedings had previously been suspended because of pending court litigation related to a decision by Bulgaria’s communications regulator, the Communications Regulation Commission. According to the competition authority, the suspension was lifted after Bulgaria’s Supreme Administrative Court upheld the sector regulator’s decision in a final ruling issued in 2025.

No conclusions on wrongdoing have yet been reached. The reopened proceedings will now continue before the competition authority.
