Estonian Authority Publishes 2025 Annual Report

TALLINN, April 6, 2026 — Estonia’s Estonian Competition Authority has published its 2025 annual overview, introducing a new, more concise format designed to highlight key developments and priorities for the coming year.

The authority said it has replaced its traditional extensive PDF annual report with a shorter visual summary that presents the most important activities of the past year alongside links to more detailed information available online.

According to Director General Evelin Pärn-Lee, the change is intended to provide a clearer and more accessible overview of the agency’s work and strategic direction.

“Instead of a lengthy yearbook, we will publish a summary overview of the most important themes of the year and the focus areas for the next period to provide a clearer picture of the authority’s activities and priorities,” Pärn-Lee said.

The authority said 2025 was a busy year, with its work focusing on improving market transparency, ensuring effective supervision and strengthening institutional capacity.

Key areas of activity included oversight of energy markets, price regulation, competition enforcement proceedings and preventative work aimed at addressing potential competition concerns before they arise.

The authority also reported a growing role as an expert adviser in policymaking, alongside internal organisational development, including efforts to expand data-driven management and service-based workflows.

Looking ahead to 2026, the regulator said its main priorities include strengthening supervision of energy markets, modernising price regulation frameworks and enhancing efforts to prevent practices that could harm competition.
