Greece’s Competition Commission Unveils Strategic Plan for 2026–2029 Focused on Technology, Enforcement and International Cooperation

Athens, March 12, 2026 — The Competition Commission has published its Strategic Plan for 2026–2029, outlining priorities aimed at strengthening its institutional and operational role in preventing and addressing market distortions amid growing market complexity, rapid technological change and shifting economic conditions.

According to the Commission, the new plan establishes a framework that aligns strategy with operational action and measurable results, while enhancing transparency and accountability in the authority’s functioning. It includes specific objectives, action lines and performance indicators (KPIs) designed to enable systematic monitoring of implementation and continuous improvement of the Commission’s operations.

The strategy is based on four main pillars: the use of technology and innovation, the development of human resources’ skills and knowledge, the optimal use of available resources, and the continuous improvement of the authority’s procedures and operations.

A central objective of the plan is to strengthen enforcement of competition law. The Commission said it will use modern data analysis tools and artificial intelligence technologies to detect cartels and other anti-competitive practices, while reinforcing its Digital Forensics Unit. Authorities also plan to develop tools for targeted monitoring of high-risk markets, accelerate merger control procedures and improve investigations of cases with significant market impact.

Promoting competition and strengthening a culture of compliance also form a key part of the strategy. The Commission intends to expand information, education and cooperation initiatives with public and private bodies to increase understanding of competition rules and help prevent market distortions. These actions will include sectoral studies, opinions and policy proposals to remove regulatory barriers, as well as public consultations and educational initiatives aimed at businesses, public authorities and consumers.

The plan also prioritizes strengthening the Commission’s international presence and cooperation. The authority aims to reinforce its participation in European and international networks and organizations such as the European Competition Network, the OECD, the International Competition Network and UNCTAD, while promoting bilateral and multilateral cooperation and the exchange of expertise with other competition authorities.

Another focus area is the modernization of the Commission’s internal operations. Planned initiatives include advancing digital transformation through new digital case management and monitoring systems, integrating data science tools and strengthening the authority’s digital capabilities. The plan also emphasizes targeted training programs and continuous improvements to internal processes and administrative operations.

Through the implementation of the Strategic Plan 2026–2029, the Competition Commission said it seeks to strengthen efficiency, transparency and adaptability to modern economic challenges while building greater trust among citizens, businesses and public institutions.
