London, January 30, 2026 —The UK Competition and Markets Authority has refreshed its compliance guidance for unregulated businesses offering will writing, online divorce, and pre-paid probate services, reflecting changes introduced under the Digital Markets, Competition and Consumers Act 2024.
The updated guidance incorporates new consumer protection rules that came into force on April 6, 2025, and is intended to help businesses operating in the sector comply with their legal obligations while supporting fair competition and consumer confidence.
At the same time, the CMA confirmed it has concluded a compliance review of the unregulated will writing, online divorce and pre-paid probate sector. While the authority said some concerns remain, it noted overall improvements in business practices, including amendments by several providers to their terms and conditions to bring them into line with consumer protection requirements.
The CMA reiterated that businesses operating in the sector must comply with consumer law and warned that failure to do so may expose firms to enforcement action by customers, the CMA, or other regulators.
The authority said the updated guidance is aimed at supporting compliant businesses while ensuring consumers are protected when purchasing legal services in markets that remain outside formal regulation.
