Rome, January 26, 2026 — Italy’s Autorità Garante della Concorrenza e del Mercato (AGCM) has approved the introduction of a new online platform for the submission of simplified applications for non-imposition or reduction of fines, expanding the procedural options available to applicants under the national leniency framework.
New Digital Submission Channel
The decision was adopted during the authority’s meeting of December 16, 2025, and provides for the implementation of a dedicated web-based platform, named e-Leniency, accessible via the AGCM’s institutional website. The platform introduces an additional channel for filing simplified leniency applications under Article 15-septies of Law No. 287 of October 10, 1990, alongside the existing written and oral submission methods.
According to the authority, the new platform is intended to complement — rather than replace — the current procedures set out in the AGCM’s communication on non-imposition and reduction of sanctions under Article 15-bis(1) of the same law.
Authentication and Confidentiality Safeguards
The e-Leniency platform allows applicants to complete and submit simplified declarations online, while ensuring the same guarantees of identification and confidentiality that apply to oral submissions. Access to the platform requires authentication through SPID, CIE, or eIDAS digital credentials.
From an operational standpoint, the system supports the submission of simplified declarations as well as the filing of supplements to previously submitted applications. Applicants may attach supporting documents either at the time of the initial submission or during subsequent integrations.
Once a declaration is submitted through the platform, the system automatically generates a confirmation message for the applicant, including a unique identification code and a timestamp indicating the date and time of receipt.
Guidance and Entry Into Operation
To support the correct use of the new digital tool, the authority has prepared and published an online Guide to Completion, providing instructions for applicants using the platform.
The AGCM confirmed that the e-Leniency platform will become operational on January 27, 2026, and will be accessible at https://leniency.agcm.it/.
