Turkish Authority Expands Seed Cartel Probe to Additional Companies

Ankara, December 11, 2025 — The Turkish competition authority has expanded an ongoing investigation into alleged cartel conduct in the field crops seed sector, adding four additional companies to the probe. With the latest decision, the authority added Agromar Marmara Tarım Ürünleri, CMC Agro Tohumculuk, Seedcorp Tohum Ürünleri, and Semillas Fito Tarım to the proceedings.

The Competition Board said the investigation was initially launched on May 22, 2025, over suspicions that certain seed producers violated Article 4 of Law No. 4054 through customer or territory allocation and the exchange of competitively sensitive information.

Following further examinations during the case file process, the Board decided on November 20, 2025, to broaden the scope of the investigation by increasing the number of undertakings under scrutiny.

The investigation already covers Corteva Turkey Tohumculuk AŞ, KWS Türk Tarım Tic. AŞ, Limagrain Tohum Islah ve Üretim San. ve Tic. AŞ, MayAgro Tohumculuk San. ve Tic. AŞ, Monsanto Gıda ve Tarım Ticaret Ltd. Şti., Polen Tohumculuk San. ve Tic. AŞ and Syngenta Tarım San. ve Tic. AŞ.

The authority said the investigation also continues to examine conduct in the markets for hybrid industrial gherkin seeds as well as hybrid vegetable and fruit seeds.

The probe will assess whether the alleged practices restricted competition in breach of Turkish competition law.
