Korean Authority Appoints New Secretary General and Chief Investigator

Sejong, December 1, 2025 — The Korean authority has appointed Shin Dong-yeol as secretary general and Yoo Sung-wook as chief investigator, effective November 29, as part of a senior leadership reshuffle.

Leadership Profiles

Shin, previously head of the competition policy bureau, joined government service in 1998 and has held roles including director of cartel investigations, director of consumer policy and head of several enforcement and policy divisions. As bureau chief, he oversaw policy initiatives targeting platform-sector misconduct and led efforts to streamline the dispute-resolution framework to speed remedies for unlawful conduct.

Yoo, formerly serving as secretary general, entered public service in 1996 and has held senior posts including standing commissioner, head of the business-group oversight bureau and head of the market surveillance bureau. His tenure includes actions addressing improper support within corporate groups and guidance designed to strengthen rivalry in concentrated digital markets. He also brings experience from key enforcement divisions and holds a US law license.

Expected Impact

The authority said the new leadership is expected to support the implementation of government priorities, reinforce oversight across major policy areas and enhance trust in case handling through strengthened managerial oversight.
