China Regulator Warns Smartphone and App-Platform Firms Over Distortive Practices

Beijing, November 27, 2025 — China’s State Administration for Market Regulation issued compliance guidance to mobile device makers and app-platform operators after flagging widespread unfair behavior in the sector, including traffic hijacking, forced redirects, and deliberate incompatibility practices that regulators say harm users and rival businesses.

Compliance Concerns

At a Shenzhen meeting with handset and app-platform companies, SAMR outlined recent enforcement cases and said some firms have leveraged technical and data advantages to distort market conditions. Officials stressed that such conduct disrupts orderly market conditions and infringes on the lawful rights of operators and consumers.

SAMR urged companies to strengthen internal controls, review their systems for risk, and ensure full adherence to China’s revised Anti-Unfair Competition Law. Firms were told to eliminate improper practices, promote transparent commercial rules, and support a sustainable industry environment.

Implementation and Oversight

The authority said it will continue tightening oversight, modernizing regulatory tools, and advancing a rules framework aimed at ensuring lawful, predictable, and healthy sector development. Representatives from China’s cybersecurity authority, the Supreme People’s Court, provincial regulators, and industry participants attended the session.
