Kyiv, November 20, 2025 — The Antimonopoly Committee of Ukraine (AMCU) has fined Agronaftaservis and Revelin Information Group a total of UAH 4,514,013 (approximately $107,123) after determining the companies had colluded during a major Ukrposhta tender for diesel fuel worth an expected UAH 204 million.
AMCU found that during preparation and participation in Ukrposhta’s December 2024 framework-agreement procurement, the two bidders coordinated their conduct rather than competing independently. Their actions constituted anticompetitive concerted practices aimed at distorting tender results, in violation of Article 6(2)(4) and Article 50(1) of the Law on Protection of Economic Competition.
Companies sanctioned for bid-rigging face mandatory exclusion from public tenders for three years under Ukraine’s public procurement legislation, significantly limiting their ability to compete for state contracts.
The Committee reminded contracting authorities and market participants that its Consolidated List of Distorted Tender Results, updated continuously, is available on the AMCU website.
