Kyiv, November 20, 2025 — The Ukrainian authority imposed fines totaling UAH 4.7 million (approximately $113,130) after finding that three security companies colluded during a Kyivpastrans tender for guarding tram infrastructure and company recreation facilities worth an expected UAH 26 million.
The Antimonopoly Committee of Ukraine (AMCU) concluded that Federation Bezpeky, Megazakhyst Plus, and Barsservice coordinated their bids rather than competing independently in the 2024 procurement for security services on the Borshchahivka rapid tram line and related Kyivpastrans assets. The conduct amounted to a concerted practice aimed at eliminating rivalry, in breach of Ukraine’s Law on Protection of Economic Competition.
Under Ukraine’s public procurement rules, companies found liable for bid-rigging face a mandatory three-year exclusion from future tenders. AMCU noted that its Consolidated List of Distorted Tender Results — updated continuously — reflects firms subject to such sanctions.
