Ukrainian Authority Fines Companies $712K for Bid-Rigging Public Tenders

Kyiv, November 11, 2025 — The Ukrainian authority has imposed fines totaling UAH 29.9 million (approximately $712,650) on several companies for engaging in coordinated conduct that distorted public tender results, according to six new decisions adopted by its temporary administrative boards.

The rulings found that multiple groups of firms colluded across dozens of procurement processes for goods and services, including industrial salt, repair works, gas equipment, and metallurgical products.

In one case, Tekhnolohii Biznesa and Kyivsky Asfaltobetonny Zavod No. 8 coordinated bids in 14 tenders worth about UAH 245 million for the supply of industrial salt in 2022, leading to fines of UAH 5.36 million.

In another, BMP Kramatorsk and Budartel SKH 65 were fined UAH 1.62 million for bid rigging in three construction tenders run by regional authorities between 2018 and 2020.

Two other companies — Daier and Hazove Obladnannia Ukrainy — colluded in nine tenders for pipeline valves and related equipment held by state-owned gas companies in 2022, resulting in fines of UAH 6.56 million.

Zaporizhinzhyniring-Hrup and MK Profistroi were fined UAH 6.7 million for coordinating bids in a 2023 tender for road repairs in Dnipropetrovsk region.

Separately, Prodmet and Stils Ukraina were fined UAH 9.23 million for bid rigging in four tenders for alloys and pipes organized by major state energy producers in 2023–2024.

Lastly, Torgovyi Dim Promkhimiia and Kamiansky Foundry and Mechanical Plant were fined UAH 435,892 for collusion in a 2023 tender for lifting and transport equipment by the Eastern Mining and Processing Plant.

The authority reminded that under Ukraine’s Public Procurement Law, companies sanctioned for bid-rigging within the past three years are barred from participating in future procurement procedures.
