AGCM Allows TIM, FiberCop More Time to Revise Commitments in Network Agreement Probe

Rome, November 10, 2025 — The Italian Competition Authority (Autorità Garante della Concorrenza e del Mercato, AGCM) has extended the deadline for Telecom Italia (TIM) and FiberCop to submit their positions and possible amendments to the commitments offered in an antitrust probe concerning their Master Service Agreement until November 24.

The investigation, opened in December 2024, seeks to determine whether the companies violated Article 101 of the Treaty on the Functioning of the European Union (TFEU) by engaging in potentially anticompetitive coordination in the broadband infrastructure market.

In July 2025, AGCM published the proposed commitments from TIM and FiberCop to address concerns about their commercial arrangements and invited third parties to comment as part of a market test. Following the feedback received, both companies requested additional time to review the substantial volume of information and to assess possible modifications to their commitments that could effectively resolve competition issues identified by the authority.

The AGCM said the extension aims to ensure that any revised commitments adequately address the competitive risks arising from the agreement between TIM and FiberCop.
