The Indonesian Competition Commission (KPPU) has officially concluded (7 November) its investigation into PT Shopee International Indonesia and PT Nusantara Ekspres Kilat. The companies were under scrutiny for alleged violations of Indonesia’s Competition Law (Article 19(d) and Article 25(1)(a) of Law No. 5 of 1999) regarding discriminatory practices in courier services on the Shopee platform.
The probe began with concerns that Shopee’s algorithm prioritized its partner courier, Nusantara Ekspres Kilat (Shopee Express), potentially limiting fair competition. In response, both companies signed a behavioral commitment (Integrity Pact) on July 2, 2024, to end discriminatory practices and ensure fair access for all sellers and buyers on the platform. After 90 days of monitoring, KPPU confirmed that Shopee and Nusantara Ekspres Kilat met all obligations, leading the Commission to close the case.
