Ukraine’s AMCU Fines Builders $411K for Bid Rigging in School Renovation Tenders

Kyiv, November 7, 2025 – The Antimonopoly Committee of Ukraine (AMCU) has fined two construction companies a total of UAH 17.2 million (approximately $411,295) for colluding to rig tenders worth more than UAH 270 million for capital repairs of educational institutions in Dnipropetrovsk region.

The AMCU found that Alfabud Construction Group and Profizhitlobud Construction Company coordinated their bids in public tenders conducted in 2024 by the regional Department of Capital Construction. According to the Committee, the firms aligned their participation terms, eliminating genuine competition between them and distorting tender results.

As a result, both companies were found to have engaged in anticompetitive concerted practices under Ukraine’s competition law and were ordered to pay fines totaling UAH 17,220,646.

The AMCU reminded that under the Law on Public Procurement, any company found guilty of bid rigging within the previous three years is barred from participating in future procurement procedures.
