Turkish Authority Revises Ferrero’s Hazelnut Purchase Commitments for 2025

Ankara, November 6, 2025 — The Turkish Competition Board has revised the purchase commitments imposed on Ferrero in the hazelnut market, temporarily reducing the company’s required procurement volume for the 2025 season.

The change follows an application by Ferrero citing a fall in crop yield and quality. Under the revised commitment, Ferrero must purchase at least 30,000 tons of in-shell hazelnuts between September and December 2025, instead of the previously required 45,000 tons.

The Board said the adjustment applies only for 2025 and was made “due to the decrease in yield and quality problems.”

Other commitments remain in force

Ferrero’s other obligations under the Board’s March 7, 2024, decision remain unchanged. Covering the 2024–2026 period, these commitments include:

  • Not purchasing hazelnuts below the intervention reference price
  • Not exceeding 100,000 tons of in-shell hazelnut purchases per season
  • Making a minimum purchase during the September–December period each year

Sector stability and enforcement

The Board said the temporary revision aims to “protect the competitive balance in the market and prevent producers from being harmed,” while supporting stability in the sector.

It also warned that daily administrative fines may be imposed if Ferrero fails to comply with any of its commitments. Such sanctions, the Board noted, become progressively harsher the longer noncompliance continues.
