Ukrainian Authority Fines Companies $487K for Bid-Rigging

Kyiv, October 22, 2025 — The Antimonopoly Committee of Ukraine (AMCU) has imposed total fines of UAH 20.3 million (approximately $487,164) on several companies for bid-rigging public procurement tenders, according to decisions adopted by the Committee’s Temporary Administrative Boards.

Multiple Bid-Rigging Schemes Uncovered

In one case, TD KYP I KO and individual entrepreneur Mykhailo Romanenko coordinated their bids in a 2022 tender for industrial salt supplies. The AMCU found evidence of joint planning and exchange of sensitive information, eliminating competition between the two bidders. The companies were fined a total of UAH 7.87 million.

In another case, Naftokhim Servis and Naftogaz Engineering Proekt were fined a combined UAH 3.27 million for colluding in 2023 tenders held by Ukrgazvydobuvannia for frequency converters.

The authority also sanctioned TSK Grupp Ukraina and Ukrainski Systemy Postachannia dlia Budivnytstva for collusion in two privatisation auctions organised by the Regional Office of the State Property Fund for the sale of assets in Odesa and Mykolaiv regions. The companies exchanged information and coordinated their bids, resulting in fines totalling UAH 796,530.

Finally, Bidrons and Tekhavtofart Pivden were fined UAH 8.38 million for coordinating bids in two tenders organised in 2024 by municipal authorities in Khmelnytskyi and Odesa.

Consequences and Enforcement

The AMCU reminded that under Ukraine’s Public Procurement Law, companies found guilty of bid-rigging are barred from participating in public tenders for three years. Updated information on such cases is published in the Committee’s public register.
