UK CMA Seeks Feedback on Enforcement of Fuel Price Transparency Rules

London, October 13, 2025 — The UK Competition and Markets Authority (CMA) has launched a consultation on how it plans to enforce the upcoming Motor Fuel Price (Open Data) Regulations 2025, which will underpin the government’s “Fuel Finder” initiative.

Open Data Scheme

Fuel Finder will require every petrol station in the United Kingdom to publish fuel prices within 30 minutes of any change, ensuring consumers can easily compare prices nationwide. The scheme was one of two measures the CMA recommended in its 2023 road fuel market study, which found that rivalry among fuel retailers had weakened since 2019.

The other recommendation — a statutory road fuel monitoring function — was enacted under the Digital Markets, Competition and Consumers Act 2024 and took effect in January 2025. That function gives the CMA powers to monitor market behaviour and deter conduct that could distort fuel pricing.

Consultation and Enforcement Focus

Under the draft regulations, the CMA will handle enforcement against non-compliance with the open-data obligations. The consultation outlines how the authority intends to use these powers, aiming to give fuel traders clarity and reduce the need for enforcement action.

The CMA emphasised that predictability and transparency are key to ensuring compliance and effective oversight. The consultation runs for three weeks, with responses due by 5 pm on November 3, 2025.
