Beijing, October 12, 2025 – The State Administration for Market Regulation (SAMR) has launched a formal investigation into Qualcomm for allegedly completing its acquisition of Autotalks without notifying the merger under China’s Anti-Monopoly Law.
The authority began examining Qualcomm’s transaction after receiving reports suggesting that the deal could restrict market competition. The agency found that although the acquisition did not meet China’s filing thresholds, there was evidence that it could have anticompetitive effects.
In March 2024, SAMR ordered Qualcomm to submit a notification and refrain from implementing the transaction pending clearance. Qualcomm subsequently informed SAMR that it would abandon the deal. However, in June 2025, the company proceeded with the acquisition without notifying the authority or seeking prior approval.
After verifying the complaint, SAMR confirmed that Qualcomm had completed the transaction and acknowledged the facts. On this basis, SAMR has formally opened a case to investigate Qualcomm’s failure to notify a concentration of undertakings in accordance with the law.
