Latvian Authority Raids Funeral Service Providers Over Suspected Bid-Rigging

Riga, October 3, 2025 — Latvia’s Competition Council (KP) has carried out unannounced inspections at several funeral service companies and related sites as part of an investigation into alleged cartel conduct in the sector.

According to the KP, preliminary information suggests that at least eight companies may have exchanged commercially sensitive information and coordinated bids in public tenders organised by state and municipal authorities.

The alleged collusion concerns funeral and related services, including the provision of specialised transport, and may amount to a violation of Article 11(1), which prohibits restrictive agreements.

The raids conducted on October 2 aim to verify whether the suspected companies engaged in prohibited coordination and to collect evidence supporting the investigation.

The authority also noted that other market participants not currently under investigation could later be implicated as the case develops. The scope of the inquiry may therefore expand or narrow as more facts emerge.
