Washington, D.C., September 26, 2025 – The Federal Trade Commission (FTC) has invited public comment on its draft Strategic Plan for Fiscal Years 2026–2030, outlining the agency’s mission, priorities, and performance goals for the next five years.
Federal agencies are required to update their strategic plans every four years, setting out objectives and success metrics to guide operations. The FTC’s proposed plan retains the three overarching strategic goals from previous versions but has been streamlined to sharpen focus on the agency’s core mission—promoting competition and protecting consumers.
The Commission said it welcomes feedback on how the draft plan could be further refined before adoption. Members of the public, industry stakeholders, and advocacy groups have until October 17, 2025, to submit comments.
According to the draft, the authority will continue to take action against anticompetitive mergers and unlawful business practices that threaten market fairness and consumer welfare. It will also intensify research and advocacy efforts to identify emerging risks in sectors such as healthcare, digital markets, and labor, including scrutiny of no-poach and non-compete agreements, which may suppress worker mobility and wages.
Alongside its competition agenda, the FTC will maintain strong action against fraud, deceptive advertising, and data privacy violations. Priority areas include online safety for children, AI transparency, and digital marketplace accountability.
“This draft of the FTC’s strategic plan keeps the three strategic goal structure from previous plans, but streamlines the document, refocusing the FTC on its core mission areas,” the agency said.
