Tokyo, September 24, 2025 — The Japan Fair Trade Commission (JFTC) has launched its annual training program for officials from developing countries, aimed at strengthening global capacity in enforcing competition law and addressing emerging challenges in digital and sustainable markets.
The Knowledge Co-Creation Program on the Antimonopoly Act and Competition Policy, held in cooperation with the Japan International Cooperation Agency (JICA), runs from September 25 to October 10 at the JICA Tokyo Center. Now in its 31st edition since 1994, the program has become a cornerstone of Japan’s international competition policy outreach.
This year’s program brings together 18 officials from 11 countries, including Bangladesh, Fiji, Ghana, Maldives, Mongolia, Montenegro, Nigeria, the Philippines, Serbia, Sri Lanka, and Vietnam. Lectures will be delivered by JFTC officials and academics, covering both practical enforcement techniques and policy design.
Participants will engage in sessions on fact-finding in cartel and merger cases, investigations in digital markets and market studies, and the application of sustainability principles under the Antimonopoly Act, including Japan’s “Green Guidelines”.
In addition, the training program will provide guidance on the role of regional offices in enforcement.
The agenda reflects Japan’s effort to share not only its traditional antitrust enforcement expertise but also its experience in digital economy regulation and in integrating environmental sustainability into competition policy.
