Turkish Competition Authority Opens Probe into Leading Employee Benefits Firms

Turkey’s Competition Board has launched a formal investigation into four major corporate services providers—Edenred Kurumsal Çözümler AŞ, Multinet Kurumsal Hizmetler AŞ, Pluxee Çalışan Deneyimi Danışmanlık ve Pazarlama Hizmetleri AŞ, and Set Kurumsal Hizmetler Ticaret AŞ—on suspicion of anti-competitive practices.

The probe follows a preliminary inquiry into allegations that the firms may have violated Article 4 of the Law No. 4054 on the Protection of Competition. The Board reviewed documents, data, and observations before deciding at its 14 August 2025 meeting (decision no. 25-31/725-M) that there was sufficient evidence to warrant a full investigation.

The suspected practices include collusive bidding, customer allocation, and the exchange of competitively sensitive information, according to the Authority.

The announcement underlined that the decision to open an investigation does not mean the companies have been found guilty of violations or that penalties will necessarily follow. Instead, the process aims to establish whether the four firms restricted competition in Turkey’s employee benefits and corporate services markets.

Edenred, Multinet, Pluxee, and Setcard are all major players in the Turkish market for meal cards, employee benefits, and related services, widely used by businesses to provide perks such as food and transport allowances to staff.

The Competition Authority stated that investigation announcements are made solely to inform the public and should not be interpreted as findings of wrongdoing.
