Bogotá, 14 August 2025 — Colombia’s Superintendence of Industry and Commerce (SIC) and China’s State Administration for Market Regulation (SAMR) have signed a memorandum of understanding aimed at deepening cooperation in regulating, supervising, and promoting the quality and safety of products traded between the two countries.
The agreement, signed in Bogotá, is part of Colombia’s recent integration into China’s Belt and Road Initiative (BRI), formalised in May under President Gustavo Petro’s leadership. SIC Superintendent Cielo Rusinque described the MoU as “a symbol of the firm will of both nations to work decisively to strengthen mutual cooperation.”
According to the SIC, the partnership will target strategic areas including competition policy, jurisdictional matters, intellectual property, legal metrology, and consumer protection. Rusinque emphasised the goal of building “a large interconnected market based on trust, knowledge exchange, and the application of modern, transparent, and effective regulations.”
She said the collaboration would enable safer, more innovative, and sustainable trade while integrating both economies into global value chains and reinforcing institutional trust.
The Chinese delegation was led by Luo Wen, Minister of SAMR, alongside senior officials from departments overseeing international cooperation, product quality regulation, and equipment safety supervision, as well as the Chinese ambassador to Colombia and embassy representatives.
Rusinque also noted that the Chinese government has invited the SIC to participate in the Beijing Jiaotong University Infrastructure Industry Development Seminar from 5 to 25 September 2025.
During her tenure as Acting Minister of Commerce earlier this year, Rusinque oversaw the signing of several MoUs with Chinese authorities to promote stable trade, exchange policy experience, boost industrial cooperation, and advance development-focused collaboration.
“Colombia’s participation in this effort should deliver tangible benefits not only to our country but also to all members of the Belt and Road Initiative,” she said.
