Greek Competition Commission to Examine Alleged Abuse of Dominance by Price Comparison Giant Skroutz

The Hellenic Competition Commission has scheduled a key meeting for 23 October 2025 to assess whether online price comparison platform Skroutz abused its dominant position in violation of both Greek and EU competition laws.

The investigation, triggered by a joint complaint from ten businesses, focuses on Skroutz Internet Services S.A. (branded as Skroutz) and its conduct on its flagship platform, www.skroutz.gr. According to a detailed Report prepared by the Commission’s Rapporteur, the company allegedly imposed unfair trading conditions on business users, constituting an exploitative abuse of dominance under Article 2 of Law 3959/2011 and Article 102 of the Treaty on the Functioning of the European Union (TFEU).

The Report highlights that certain contract terms imposed by Skroutz — when assessed collectively — were deemed unnecessary, disproportionate, and harmful to its commercial partners. These practices, in turn, may have also negatively impacted consumers by limiting competition and innovation. The alleged abuse is said to have persisted from 2020 to the present.

The Rapporteur recommends that the Commission:

  • Establish a violation of Article 2 of Greek competition law and Article 102 TFEU;
  • Impose a fine proportional to the gravity and duration of the alleged infringement;
  • Order Skroutz to cease the infringing conduct and refrain from it in the future;
  • Threaten additional fines and penalties if the company continues or repeats the practices following a final decision.

It is important to note that the recommendations are not binding. The final decision rests with the Competition Commission, which will consider all submissions, procedural data, and the parties’ arguments during the October hearing.

Skroutz has not yet issued a public response to the allegations. The case is being closely watched as a potential landmark decision in the regulation of dominant digital platforms in Greece.
