Brussels, July 16, 2025 — The European Commission has launched a public consultation on a proposed revision of the General Block Exemption Regulation (GBER), a key framework that allows Member States to grant certain types of public aid without prior EU approval.
The review aims to simplify the regulation, reduce the administrative burden on businesses and governments, and better align state aid rules with recent policy goals, including climate neutrality and industrial competitiveness. Stakeholders are invited to submit feedback via a questionnaire by October 6, 2025.
The GBER, first adopted in 2014, has become increasingly complex due to multiple amendments, most recently in 2023. The Commission says the current structure may create legal uncertainty and unnecessary bureaucracy, particularly for SMEs.
The consultation responds to recommendations in the 2024 Report on the Future of the Single Market and the 2025 Clean Industry Deal, both of which call for a streamlined and more accessible state aid regime.
