Brasília, 30 June 2025 — The General Superintendence of Brazil’s Administrative Council for Economic Defense (SG/CADE) has recommended that Apple be convicted for anticompetitive practices within its iOS ecosystem.
The recommendation follows a probe launched in 2022 after complaints from Ebazar.com.br Ltda. and Mercado Livre. Investigators found that Apple abused its dominant position by requiring app developers to use its proprietary payment system and restricting the sale of third-party digital services.
SG/CADE concluded these actions created artificial barriers to market entry, limited competition, and harmed both developers and users. It has recommended fines, behavioral remedies, and an end to the restrictive practices. The final decision now rests with CADE’s Court.
