Jakarta, 20 June 2025 — The Central Jakarta Commercial Court has upheld a decision by Indonesia’s Business Competition Supervisory Commission (KPPU), rejecting Google LLC’s appeal against a ruling that found the tech giant guilty of monopolistic practices and abuse of dominant market position.
The court’s decision, delivered in an open e-litigation session on 19 June 2025, reinforces KPPU’s earlier ruling in Case No. 03/KPPU-I/2024. The case centered on Google’s mandatory use of its Google Play Billing (GPB) System for all app developers distributing through the Google Play Store. Failure to comply resulted in removal from the platform, while service fees of 15–30% were imposed on developers.
KPPU initiated its investigation in June 2024, citing violations of Articles 17, 19 (a and b), and 25 (1) (a and b) of Indonesia’s Law No. 5 of 1999 on the Prohibition of Monopolistic Practices and Unfair Business Competition.
On 21 January 2025, KPPU found Google guilty of monopolistic practices and limiting market development through abuse of its dominant position. The commission fined Google IDR 202.5 billion (approx. USD 12.5 million) and ordered the company to end its compulsory use of the GPB System.
Furthermore, KPPU mandated that Google must allow all developers to participate in its User Choice Billing (UCB) program and offer a minimum 5% reduction in service fees for one year after the ruling becomes legally binding.
Google filed an objection to the KPPU decision on 7 February 2025. The latest court ruling, however, has now confirmed KPPU’s authority and conclusions, delivering a significant precedent in Indonesia’s digital market regulation.
