Turkish Competition Authority Fines Four Ankara Concrete Producers for Wage Collusion

Ankara, 12 June 2025 — Turkey’s Competition Board has fined four ready-mixed concrete companies operating in Ankara for unlawfully exchanging information about employee wages, in violation of Article 4 of Law No. 4054 on the Protection of Competition.

The investigation concluded that Güven Grup, Kandemir Beton, SY Ankara, and Yiğit Hazır Beton coordinated on labor costs, an anti-competitive practice that restricts wage competition in the labor market.

The following administrative fines were imposed:

  • Güven Grup: approx. $25,500 USD (₺845,902.88)
  • Kandemir Beton: approx. $34,300 USD (₺1,138,695.79)
  • SY Ankara: approx. $25,400 USD (₺842,097.73)
  • Yiğit Hazır Beton: approx. $40,000 USD (₺1,329,814.33)

The Board found no evidence of wrongdoing by 13 other companies that were also under investigation, including Baştaş, Belbeton, Limak Çimento, Oyak, Votorantim, and others. Therefore, no penalties were imposed on those firms.

The decision underscores the Competition Authority’s expanding focus on anti-competitive conduct in labor markets, including wage-fixing and information-sharing agreements that can harm workers’ rights and suppress fair employment conditions.
