Latvia Signs Memorandum for Digital Services Act Implementation

The Consumer Rights Protection Center (CRPC) and several key institutions in Latvia have signed a Memorandum of Cooperation to ensure the effective implementation of the Digital Services Act (DSA). The agreement, officially signed on January 28, 2025, establishes a structured framework for collaboration between regulatory bodies to improve digital services monitoring, information sharing, and expert coordination.

The Digital Services Act, which came into force on February 17, 2024, is the EU’s first comprehensive regulation aimed at making the online environment safer and more transparent. Since June 21, 2024, the CRPC has been Latvia’s designated Digital Services Coordinator.

The memorandum invites public institutions and organizations involved in monitoring and combating illegal digital content to join the cooperation. Key areas of focus include order notifications, information exchange, expert meetings, and emergency response coordination.

The Competition Council (CP), responsible for implementing the Digital Markets Act (DMA), sees the memorandum as an opportunity to detect potential market violations early. CP Council member Kārlis Piēģens emphasized the benefits of a unified EU framework, which simplifies operations for businesses across multiple countries.

Among the institutions that signed the memorandum are the Child Protection Center, CERT.LV, Competition Council, Ministry of Culture, Latvian Internet Association, and the Health Inspectorate.

The CRPC encourages other public and judicial institutions to join the memorandum to strengthen Latvia’s digital regulatory framework.
