Bulgarian Competition Watchdog Raids Offices of Specialized Equipment Dealers

The Commission for the Protection of Competition (CPC) conducted unannounced inspections today, January 29, 2025, at the offices of leading traders in the specialized machinery and equipment sector.

Investigation into Alleged Public Procurement Manipulation

The inspections are part of an ongoing investigation into suspected anti-competitive practices, specifically bid-rigging in public procurement contracts related to specialized machinery. The CPC is examining whether companies coordinated to manipulate supply contracts for various contracting authorities.

The operation was carried out with the assistance of Ministry of Interior officers and was authorized by the Administrative Court – Sofia District.

Potential Consequences & Leniency Program

If sufficient evidence of wrongdoing is found, the companies involved will have the opportunity to defend themselves by reviewing the collected materials, submitting objections, and requesting a hearing before the CPC.

The investigation has no fixed deadline and will depend on factors such as legal complexity and the level of cooperation from the involved companies.

Under Article 101 of the CPC, companies that voluntarily disclose cartel participation may be exempt from fines, while those providing crucial evidence may receive reduced penalties. Full details of the leniency program can be found on the CPC website.
