Spain Recommends Removing Mandatory Professional Membership for Property Managers

Spain’s National Commission on Markets and Competition (CNMC) has issued (13 December) recommendations on the proposed General Statutes of Professional Associations of Property Administrators, advocating for more open and competitive regulations in the sector.

Key recommendations include:

  • End mandatory membership: Eliminate the requirement for property managers to join a professional association to practice.
  • Open qualification requirements: Allow professionals without specific qualifications to act as property managers and expand court expert lists to include all qualified individuals, not just association members.
  • Enable legal entities: Permit companies of various forms to operate as property managers.

The CNMC highlights that similar recommendations were made in 2015 and reiterates the need to modernize the profession’s regulations while promoting competition and accessibility.
