Estonia’s Competition Authority to Review Market for Health Care Providers’ Liability Insurance

The Estonian Competition Authority has announced (31 October) it is reviewing the compulsory liability insurance market for healthcare providers following a request from the Estonian Dental Association.

The association raised concerns that insurer PZU could become the sole provider in this market, potentially limiting competition. However, recent media reports indicate that additional insurers have entered the market, signalling that competition may be preserved.

The Competition Authority has reached out to various market participants to gather more information. Kadri Lepikult, Head of Administrative Proceedings, stated, “At this stage, we are focusing on conducting a market review to determine if there is grounds for initiating proceedings.”

The review comes as the Compulsory Liability Insurance of Health Care Providers Act takes effect on 1 November 2024, overseen by the Ministry of Social Affairs. The Competition Authority will continue its assessment and may launch supervisory proceedings if warranted.
