LJUBLJANA, April 16, 2026 — Slovenia’s Agency for the Protection of Competition of the Republic of Slovenia (AVK) has found that several waste management companies colluded to restrict competition and exclude a rival from the market for non-municipal packaging waste services.
In a decision issued on 1 December 2025 in a reopened procedure, the authority concluded that Surovina d.o.o., Salomon d.o.o., Recikel d.o.o. and Dinos d.o.o. entered into an anti-competitive agreement aimed at restricting competition in Slovenia’s waste packaging management sector.
According to the regulator, the companies coordinated their conduct to limit production and sales, divide markets and avoid competing with one another in the organisation of packaging waste management systems in Slovenia.
Rival allegedly pushed out of the market
The investigation found that the companies agreed to stop providing services related to non-municipal packaging waste management to Interzero Trajnostne rešitve za svet brez odpadkov d.o.o., formerly known as Interseroh.
Interzero operates on the supply side of the market for organising packaging waste management systems and relied heavily on services from several of the companies involved in the case.
By refusing to provide those services, the firms allegedly sought to force Interzero out of the market and subsequently divide its customers among themselves, the authority said.
Breach of national and EU competition law
AVK concluded that the conduct violated Article 6 of Slovenia’s Prevention of Restriction of Competition Act as well as Article 101 TFEU, which prohibits agreements that restrict competition and may affect trade between EU member states.
The authority determined that the cartel conduct lasted from at least 23 February 2017 until 10 April 2018.
The companies involved have been ordered to immediately cease the infringement if it has not already been terminated, according to the decision.
