ANKARA, March 17, 2026 — Turkey’s competition authority has opened a wide-ranging sector inquiry into the cement industry, citing concerns over market concentration and the risk of anti-competitive behaviour in a strategically important sector.
The Competition Authority of Türkiye said the review will examine market structure and company conduct across the industry, which plays a critical role in infrastructure and construction.
Cement demand in Turkey has grown alongside rapid development in the construction sector, with the country now ranking among the world’s top producers. The authority noted that this growth, combined with strong regional demand, has increased the sector’s economic and strategic importance.
However, regulators warned that the industry’s characteristics—including high concentration levels and relatively homogeneous products—make it particularly susceptible to competition concerns.
While the authority has previously conducted investigations into specific companies or regions, it said those cases were limited in scope. The new inquiry aims to provide a more comprehensive, long-term assessment of the sector.
The study will analyse firm- and customer-level data to better understand pricing behaviour, competitive dynamics and structural features of the market. It will also assess regional differences and identify sector-specific risks that could affect competition.
The authority said the findings would inform future policy development and potential regulatory or enforcement action aimed at preserving competition in the market.
The decision to launch the inquiry was formally adopted by the Competition Board in December 2025, with the results expected to support broader efforts to maintain a competitive and efficient cement sector.
