Singapore, February 25, 2026 — The Competition and Consumer Commission of Singapore (CCS) (Competition and Consumer Commission of Singapore) is seeking public feedback on its revised Passenger Airline Guidance Note for alliance agreements between airlines, known as PAGN 2026.
The updated guidance will replace the existing Passenger Airline Guidance Note issued in 2018. CCS said the revisions are intended to help airlines better understand its assessment framework and provide greater clarity on how it deliberates on commitments, facilitating a more expedient review process.
Streamlined Review Process
According to the authority, the proposed PAGN 2026 introduces a clearer, streamlined three-step approach for all airline alliance notifications. The framework sets out specific milestones to guide airlines on when to initiate discussions on commitments with CCS and when to finalise commitments for market testing.
The revised guidance also outlines CCS’s key considerations when assessing proposed commitments. Airlines are encouraged to explore options beyond capacity commitments, including price commitments, and to take into account factors such as growth factors, non-fulfilment periods, and firewalls when designing capacity-related measures.
In addition, PAGN 2026 clarifies CCS’s approach to defining relevant markets and evaluating net economic benefits arising from airline alliance agreements.
Public Consultation
The draft PAGN 2026 is available on the CCS website under the “Public Consultation” section.
Stakeholders may submit feedback via the official online form or by email. The consultation closes at 5 pm on March 11, 2026. CCS has requested that parties submitting confidential information also provide a non-confidential version of their submissions.
The consultation signals the Singapore authority’s continued efforts to refine its framework for assessing cooperation between passenger airlines while maintaining the rigour of its review.
