Kazakhstan Authority Fines Semey International Airport Over Excessive Aviation Fuel Prices

Astana, February 19, 2026 — The Agency for Protection and Development of Competition of the Republic of Kazakhstan (APDC) has imposed an administrative fine on Semey International Airport LLP for abusing its dominant position in the retail aviation fuel market.

The Abai Region Department of the APDC concluded its investigation and found that the company set and maintained monopolistically high prices for aviation fuel sold at retail, in violation of subparagraph 1 of Article 174 of the Entrepreneurial Code of Kazakhstan.

Following the investigation, the Department initiated administrative proceedings. The Specialized Interdistrict Administrative Court of Semey found the company guilty and imposed an administrative fine of KZT 8.8 million (approximatelt $17,837). The court also ordered the confiscation of KZT 8.5 million in monopoly income obtained as a result of the unlawful conduct.

Although the decision was appealed, the Criminal Chamber of the Abai Regional Court upheld the ruling and dismissed the appeal. The court decision has now entered into legal force.

In addition, the Department issued an order requiring the company to cease setting and maintaining monopolistically high prices for aviation fuel through unjustified pricing practices in the retail market. According to the authority, the order has been fully complied with.

The case concerns aviation fuel sales at Semey International Airport, located in eastern Kazakhstan.
