Greek Authority Prioritizes Radio-Pharmaceutical Abuse of Dominance Investigation

Athens, February 16, 2026 — The Hellenic Competition Commission (HCC) has prioritized and assigned a Rapporteur to investigate alleged abusive practices in the market for the production and supply of radio-pharmaceuticals used in tumor detection imaging.

The decision, adopted under Article 15 of Law 3959/2011 (Protection of Free Competition), concerns potential abuse of a dominant position in the supply of a radio-pharmaceutical used in diagnostic imaging examinations for tumor detection.

The authority is examining whether the company’s practices toward customers and competent public bodies departed from competition on the merits and were capable of hindering the development of its sole competitor, particularly during a period of rising demand for the product in Greece.

The investigation follows a complaint alleging possible infringements of Article 2 of Law 3959/2011 and Article 102 of the Treaty on the Functioning of the European Union (TFEU).

As part of the inquiry, the Directorate General for Competition conducted an unannounced on-site inspection at the company’s premises and sent questionnaires to firms active in the sector.

Next Steps

The assignment of a Rapporteur indicates that the investigation is at an advanced stage and triggers statutory deadlines for a decision under Article 15. It does not prejudge the content of the Rapporteur’s proposal or the Commission’s final ruling.
