US FTC Finalizes Order Requiring Adamas to End No-Hire Agreements

Washington, DC, February 12, 2026 — The US Federal Trade Commission (FTC) finalized a consent order requiring building services contractor Adamas Amenity Services LLC and its affiliated businesses to stop enforcing no-hire agreements that restricted worker mobility in New Jersey and New York City.

The FTC alleged that Adamas used agreements preventing building owners and property management companies from directly or indirectly hiring Adamas employees without paying a significant penalty. According to the agency’s complaint, the provisions limited workers’ ability to negotiate higher wages, better benefits, and improved working conditions.

No-hire agreements removed

Under the final order, Adamas must immediately cease enforcing all existing no-hire agreements and notify customers and employees that previous restrictions are null and void.

The order also imposes compliance and monitoring obligations for a ten-year period.

In December 2025, the FTC ordered Adamas to stop enforcing no-hire agreements. The FTC at the time said the agreements harmed competition among building service contractors by discouraging building owners from switching providers for fear of losing experienced staff. This, in turn, reduced incentives for rival firms to invest, expand capacity, or improve service quality.

Commission Vote

The action follows a public comment period. The Commission voted 2-0 to approve the final consent order. The FTC said the action is intended to address labor practices that limit wage growth and job mobility.
