Türkiye Launches New Probe into Google’s “Incentivized” Android Ecosystem

Ankara, February 5, 2026 – Turkish Competition Board (TCB) fined Google in 2018 for anticompetitive practices in its contracts with mobile device makers. However, Mobile Ecosystems Sector Review (MESİ) found that Google may still be engaging in similar problematic behavior through its current agreements with manufacturers.

Key Issues Identified

Search Widget on Home Screen: Google pays device manufacturers to place its search widget prominently on the home screen. Every Android manufacturer has signed on to this deal, and none of them have added competing search options.

Making Google the Default Search Engine: Google provides financial incentives to set Google Search as the default option. It also gives Google Search additional visibility through other apps like Chrome and Google Assistant, which may influence manufacturer decisions.

Forcing Chrome as the Default Browser: Google requires device makers to come pre-installed with Chrome, set it as the default browser, and include it in app bundles available to users.

Limiting Alternative Operating Systems: Google’s restrictions prevent manufacturers from developing or using competing Android-based operating systems, which could reduce competition in the mobile OS market.

New Investigation

On January 8, 2026, TCB formally launched an investigation into whether Google has violated competition law through these contractual practices and its Android Developer Verification Program.
